Tom Plofchan biography

Tom Plofchan is an entrepreneur, investor, and former civil servant who has spent nearly fifteen years at the intersection of technology, policy, and national security. Most recently, he was Managing Partner and Chief Investment Officer at Virginia-based Pangiam, a public-private partnership company supporting border and travel operations across the globe. Tom and colleagues successfully exited Pangiam through public market acquisition in February 2024.

Before Pangiam, Tom held various roles in the U.S. Department of Homeland Security, including Counselor to the Commissioner, U.S. Customs and Border Protection, and Counselor to the Secretary, DHS.

A proud native of Loudoun County, Virginia, Tom sits on the Board of The Westlake Foundation, a Virginia 501(c)3 dedicated to charitable giving supporting education, health, and civic engagement across the DMV. In 2014, Tom was named a Manfred Wörner Fellow by the German Marshall Fund of the United States. In 2019, he was awarded the DHS Outstanding Public Service Medal. From 2020-2022 he served as a Senior Fellow at the Center for Naval Analysis.
