Plofchan brings a wealth of executive experience as Indicio expands its field-leading innovation in authentication, biometrics, and payments.

Seattle: April 2, 2025: Indicio is delighted to announce that Tom Plofchan has joined Indicio as a strategic advisor to help the company chart its expansion as a global leader in decentralized identity technology and biometric authentication.

Tom’s recent experience as a Managing Partner and the Chief Investment Officer of Virginia-based Pangiam, a leading provider of customized digital identity, biometrics, AI/ML and advanced analytics software and solutions, will help guide Indicio’s product innovation and business growth in financial services, the public sector, and travel and hospitality. He will also support the company’s growing portfolio of partnerships and deployments in these areas.

At Pangiam, Tom helped build a public-private partnership company supporting border security and travel operations on multiple continents. He led the company’s acquisition of U.S.-based facial recognition provider Trueface in 2021 and formed its Ethics Committee regulating new client and use case deployments of biometric technology in 2022. Tom successfully exited Pangiam after public market acquisition in 2024.

Before Pangiam, Tom held various roles in the U.S. Department of Homeland Security, including Counselor to the Commissioner, U.S. Customs and Border Protection, and Counselor to the Secretary, DHS.

Tom describes himself as “a proud native of Loudoun County, Virginia” and sits on the Board of The Westlake Foundation, a Virginia 501(c)3 dedicated to charitable giving supporting education, health, and civic engagement across the DMV. Tom is a former Manfred Wörner Fellow with the German Marshall Fund of the United States and recipient of the DHS Outstanding Public Service Medal. He previously served as a Senior Fellow at the Center for Naval Analysis and on the Department of Homeland Security’s Data Privacy and Integrity Advisory Committee.
